This paper shows two directions of developing Agricultural Cooperative management and mutual Insurance through analyzing the circumstances from two points of view ; one is sorting out the structural changes of Insurance market since '90, the other is analyzing the changes in the situation which influences organization, business and management. The conclusions are as follows ; 1) Mutual Insurance of Agricultural Cooperatives is deterioration not only in quantity but also in quality. 2) There is a possibility that serious decreasing of additional returns from mutual Insurance with getting worse of the structure of mutual Insurance might press the agricultural cooperative management. 3) It is necessary to improve the way of the operation ofo business drastically. 4) Deregulation deteriorates the advantage of agricultural cooperative from holding two posts concurrnetly.
